About the New Vision

Job Corps serves the nation's at-promise youth as an integrated, agile, demand-driven workforce and education training system.  Job Corps is an employment bridge to high-growth, high-demand industries that offer career paths and lifelong learning skills for its graduates responding to 21st century workforce challenges.

The New Vision: At a Glance

Due to globalization and recent technological advances, industry demands are constantly changing.  Employers are seeking more knowledgeable, highly-skilled candidates to fill new positions.  In response to this change, Job Corps plans to implement new structural changes as well as a standards-based education and training system.  These changes will produce highly-qualified and motivated students and staff, who are prepared and capable of meeting the exciting challenges ahead. The Job Corps New Vision approach is graphically presented below.

  • We all know that increased globalization of industry and continuous technological advances have created a global economy in a constant state of change. The U.S. workforce in general and our graduates in particular must possess the knowledge, skills, and behaviors essential for industry's needs.
  • The changes we are making in Job Corps will produce educated and skilled workers who are well-equipped to meet the needs of high-growth industries.
  • We want to ensure our at-promise youth can truly achieve their dreams and compete in this ever-changing economy, and we believe the transformation of the Job Corps program will guarantee their continued success.

What is My Role?

As a leader in Job Corps, you bring your own energy, passion, and leadership expertise to the transformation effort.  Leadership across the Job Corps program has always been strong, but never has the need for leaders to be learners been greater. This is an exciting time for Job Corps, and you are all change leaders.

National Office
  • Provide a clear and consistent message about the New Vision.
  • Supply necessary tools and resources to Job Corps community to understand and implement the changes.
Regional Offices
  • Develop Regional Labs where change concepts will be tested before program requirements are instituted.
Operators and National Training Contractors
  • Share their extensive expertise and resources to explore new ways of operating.
Center Directors and Staff
  • Communicate New Vision concepts.
  • Prepare centers for the extensive future changes to come.
Outreach and Admissions Contractors
  • Test new methods of assessing applicants.
Career Transition Services Contractors
  • Develop stronger employer relationships, offering Job Corps graduates as credentialed workers able to meet industry-defined needs.

Timeline

The New Vision transformation will occur incrementally and over time in four phases:

Phase I: Designing the Transformation
Phase II:
Putting Systems into Place
Phase III: Making the Change
Phase IV: Evaluation and Continuous Improvement

  • The phases will be followed by ongoing formative evaluations and a comprehensive evaluation proposed in PY 09.
  • During Phases II and III, each component or element will undergo field-testing, evaluation, and fine-tuning.
  • In Phase IV, evaluation will examine the entire transformation effort with all major components in place and make recommendations for continuous improvement.
  • Based on the continuous improvement recommendations, various components or elements may be re-designed, thereby cycling back through the four phases, as necessary.

PY06 Major Milestones

July 2006-June 2007

  • October 2006 – Leadership Summit – National Vision, Mission, Goals
  • October 2006 – Standards-based approach to student training program approved
  • January 2007 – NVIPT convened to guide strategic planning and policy; quarterly meetings, plus interim conference calls through December 2007
  • July 2006-June 2007 – Development and rollout of TARs aligned with industry standards and certifications
  • July 2006-June 2007 – Initial technology infrastructure build-out and Learning Management System (LMS) product specifications and reviews
  • June 2007 – New Vision Communications Plan adopted by NOJC
  • June 2007 – Learning Management System (LMS) procured

Implementation Plan

The Job Corps New Vision Implementation Plan (pdf file, Click to download Adobe Acrobat Reader) provides a systems-level strategy to implement the New Vision, its mission, and goals. Its purpose is to:

  • Guide system transformation by providing a high-level plan of action to move from the current state (where we are) to the future state (where we want to be) to achieve the New Vision.

  • Establish the strategic, operational objectives, action items, and time frames for designing and initiating system transformation to implement and achieve the New Vision goals.

  • Provide a structured way to understand the major transformation components and elements, their inter-relationships, and the linkages between current and future initiatives.

  • Serve as a blueprint for use by the National Office in delineating and organizing detailed work plans and a project management system to support its leadership role in the transformation effort.
